The head of the visas and passport department Hovhannes Kocharyan told that they do everything to provide a decently appropriate list of the voters’ names. According to the department, the number of the voters after the parliamentary elections increased with 15.000.
Having the great number of immigration from the country as a background, the numbers seem incredible. In addition, those who leave Armenia usually do not come out of the registration from the district they used to live. According to the new law in case the diplomatic corpus of the country the resident of the RA has left is unaware of the exact address of the emigrant, there is a 3000 drams penalty. No penalized citizens have been so far.
Hovhannes Kocharyan sated it would be better if they had the devices and possibilities to include those who leave into a special list. This idea was proposed by the opposition but because of the lack of capacities to do so, the idea remained unaccomplished.
As to the non-existing addresses, Hovhannes Kocharyan clarified these are people who used to live in buildings which are destructed today. They do not apply for the visas and passport department of their new resident and are automatically calculated in their old residence registration.
As a conclusion, Hovhannes Kocharyan stated the accuracy of the electoral list greatly depends on the active engagement of the citizens in the process.
