Since becoming Prime Minister, I have made great efforts to change Europe’s migration policy. There is too much emphasis here on criminals’ rights, not on victims’ and society’s rights. And that does not work.

When I started my work as Prime Minister, we were just a few countries cooperating on a stricter immigration policy. Now the number is growing. And today, all 46 countries of the Council of Europe have signed a declaration on greater national discretion in cases of deportation of criminals.
In other words, this is the best balance between the rights of the victim and society on the one hand, and the rights of the offender on the other. The rights of victims and communities must and will be paramount.
I am very pleased that the declaration was adopted today. I am pleased that so many countries support better opportunities for the deportation of criminal aliens and cooperate for the sake of justice and security.
If you want to create real change, do not deviate from the rules of the international game. You need courage and perseverance to change them. This time we succeeded.
