The “Heritage” party candidate Styopa Safarian, who was elected on December 2, 2012 by majoritarian elections in the National Assembly, appealed today to the Central Election Commission, asking to decide to use on Election Day pens with ordinary ink instead of oxidizing ones, as well as to use such a stamp in personal identification documents, which were not previously used.
The application is presented below.
Dear ladies and gentlemen,
According to part 5, Article 66 of the Electoral Code of the Republic of Armenia, “precinct electoral commissions are given such substances for stamping the passports, which remain after using for minimum 12 hours, and then disappear.”
As you remember, during parliamentary elections on May 6, 2012 the usage of oxidizing ink resulted in serious problems and greatly influenced the public’s trust in the elections. On receiving numerous calls, the CEC made up a decision on the use of ordinary ink and informed about all the district committees, the latter -the local committees.
Taking into account that we will inevitably face such problems on December 2, in No. 1 constituency, I turn to you with a request and recommendation:
To make a decision again to use ordinary ink on that day instead of oxidizing ones, as it was made on May 6, and to inform No. 1 Electoral Commission and 35 district committees about that decision, and to ensure that the voter identification documents are being stamped by different stamps than at the previous elections.
