“The fact that one hundred percent proportional system in the conditions of Armenia is more preferable than majoritarian one, which creates greater opportunities for penetration into Parliament by non-political elements, is indisputable. Here, however, the problem of invulnerability of proportional system is relative by the same apolitical elements.”
In her article, reporter of “First News and Analyses” Musa Mikayelayn referred to issues of proportional and majoritarian systems.
It is noted that party systems are not successful, and there are names of nominees in proportional lists that do not differ from the one nominated in the majoritarian system. “Take the proportional lists of the Republican Party, the PAP and the “Rule of Law”, with which that parties went to Parliament in 2012 or in 2007, and you will see the entire beau monde of nicknames of oligarchy and criminals there.”
She finds that the problem is that due to the majoritarian system the power manages to compensate what it inevitably loses in the proportional system. So, the majoritarian system gives more opportunities to the authorities to have secured a guaranteed mandates by more bribes and less noise, and not to go to proportional system by vivid and flagrant forgery.
“This is the problem, which is being solved in the proportional and majoritarian domain. Of course, in terms of the course of election, it can be beneficial that the government will be deprived of ruthless and flagrant fraud. But the problem here is that in this situation of medium and long term, it can only increase the circle of stockholders of closed joint stock companies.” concluded Musa Mikayelayn.
