In his interview with the journalists the PM of RA Tigran Sargsyan stated he initiated the 2013 state budget plan discussion in the NA after which the Minister of Finance and his deputy declared all the details of the plan. This sequence of presenting the state budget plan discussions has been a tradition and was carried out always. The PM mentioned his speech was comprehensive and was broadcast by the mass media. When asked what he thought about the second president’s point that the majoritarian electoral system causes feudalism and the government to be reproduced, Sargsyan replied he would not like to discuss Kocharyan’s statements because the experience shows that each country has to choose an electoral system that is suitable for its political ideology and that political discussions are the indivisible part of the political processes.
Sargsyan added it was not correct to touch upon the electoral system shift on the eve of the elections. As Sargsyan initially had stated it is not excluded the Republican party and the PAP sign a new memorandum, however the course of the events showed the PAP is running political consultations with the opposition. When asked whether he excluded the signing of a new memorandum of the PAP with the opposition, Sargsyan answered he did not exclude anything on the eve of the presidential elections and that their strategy was clear: any political power wanting to cooperate with them could do that.
Sargsyan assesses the probability of the ANC and ARF to come up with a single candidate against Serzh Sargsyan very low and stated the political competition is very important for the development of the political life in a country. He also does not think any of the previous presidents will be nominated.
As a conclusion Sargsyan told there has been a memorandum between the 3 political parties to support the incumbent president in the upcoming presidential election. He did not know any official denial of this memorandum and believes the Republican party-PAP cooperation still functioning.
