Hrant Bagratyan announced in the NA session that the state budget plan is unconstitutional because a number of issues on income were not discussed.
According to Bagratyan, the 2013 state budget at least 100 billion drams was not calculated and that is the reason incomes are not considered to avoid unpleasant discussions.
Bagratyan stated 3 main problems: 1) too much centralization of wealth, 2) oligarchic structure and that the state budget discussion is in the hands of these people who have a firm say on this matter; and 3) the emigration which will increase this year.
