The ANC member Artsvik Minasyan sees only two positive changes in the 2013 state budget plan: a strategy to the development of the industry aimed at exporting and minimizing the risks. He criticizes these two points stating that the minimization of the risks is too broad to be dealt correspondingly and that 300 million drams are not enough to foster the industry for export.
Minasyan also stated that today they have nothing to offer the unemployed and even though it was previously mentioned that around 100 thousands work places would be open for 2013, the most probable number is no more than 1200 and concluded that he saw no rational explanation to the expense increase of 5% as neither the pensions, nor the salaries will be raised.
