Azerbaijan is preparing a statutory act governing the recruitment to the municipalities by a competitive method.
Transition to this method of employment will be carried out in 2013.
According to the National Plan of Action against Corruption for 2012-2015, the recruitment to the municipalities will be conducted on a competitive and transparent basis.
