In intra-government turmoil of Armenia it is often forgotten that one and a half years ago the PAP, the RPA and the Rule of Law signed a memorandum, according to which they agreed to support the incumbent president in the presidential election. On the eve the Republican party reminded the head of “Prosperous Armenia” party Mr. Tsarukyan about this, also noting that Tsarukyan still did not refused that memorandum. This moment is really interesting.
A question arises, why Tsarukyan does not announce a cancellation of this memorandum, withdrawal of his signature. In fact, he seems to have a political reason, a lot of things have changed, and the case of Oskanian is enough for Tsarukyan to do it. But Tsarukyan does not say a word on the cancellation of the memorandum. Why? For Gagik Tsarukyan coalition memorandum is, perhaps, a type of insurance policy or something like that: when there is nothing left to do, and memorandum is there, and Tsarukyan can return there.
Tsarukyan avoids meeting Serzh Sargsyan directly, and taking a signature from the memorandum will mean a direct contrast to the President, which is, in fact, fixed de jure. Of course, it is always possible to go back, and one can always find ways, but for Tsarukyan it is clear that after every new form to go back will cost him much. And he isn’t sure whether RPA-PAP internal resistance can lasy long, and moreover, achieve success. It is more and more obvious that Tsarukyan feels a risk of becoming a tool of a greater game, and that is why the coalition memorandum is more expensive to acquire. At the same time, it is clear that it has become Tsarukyan’s weak side.
