OSCE Office for Democratic Institutions and Human Rights Election Observation Mission in Georgia issued its second interim report on the upcoming parliamentary elections. “The campaign has become increasingly polarized and focused on the competition between the United National Movement (UNM), and the election bloc Bidzina Ivanishvili–Georgian Dream (GD). The tone of the UNM and GD campaigns is confrontational and rough.”, noted the report published September 24, 2012. OSCE ODIHR notes that opposition parties have opportunities to convey their massage though existing uneven playing reported by the “Georgian Dream” oppositionary coalition.
Touching upon media coverage of campaigns in general the report indicated that “Media has provided voters with extensive coverage of the electoral campaign. However, most broadcasters monitored by the OSCE/ODIHR EOM appear to follow partisan editorial policies in their news and current affairs programs… The UNM continues to dominate advertisement space on privately owned buses used for public transport in main urban centers and on billboards across the country.”
