On Tuesday, September 18, the press-service of Georgian Central Election Commission reported sanctioning the use of administrative resources by 18 municipalities of the country on the basis of complaints received from the observers and gave a number of cases to the district courts.
In particular, abuse of resource included placement of campaign posters in the municipal building, the use of party’s agitators in government programs, and the availability of political advertising on the sites of the municipalities. According to the CEC, the majority of cases of misuse of administrative resources are currently on consideration in the district courts.
On this case heads of city councils of Senaki, Lanchkhuti, Martvili, Tsalenjikha, Ahmet, Bolnisi, Kaspi and Dusheti are waiting for Court decisions. Sachkhere district court also has to make a decision, for posters of the ruling party in the village Korbouli, in the building of local government, where the district election commission is placed. Also, the court handed another case of unauthorized use of administrative resources.
At the same time, courts already have made decision on the application of sanctions in the form of a fine for a thousand lari (about 606 dollars) concerning a specialist service of culture, education and social environment of the city council of Gurjaani for placing a poster in the office of the ruling party, and against the head of the village council of Chalaubani, for placing such posters in his office.
In addition, for the aid distribution to victims of natural disaster in the Kakheti by the ruling party “United National Movement” Deputy Head of Telavi City Council was fined in the amount of two thousand lari (about 1.2 thousand dollars).
