“How to differentiate between a good Minister and a bad Minister, a good official and a bad official? In order to see the difference we should just be attentive to their speech.
In Armenia in order to keep your “chair” you should just have one quality; speaking skills. This is all they need in order to be in their positions as long as they want” -writes “Hrapak” and adds:
“One doesn’t have to be honest, hard worker or to have such qualities in order to be in authorities for a long time. As was mentioned above only the skill of good speech isneeded. There are some Ministers who don’t even know their jobs the way they should, they don’t communicate with their workers, they don’t come to work, they just have a “smart language” in order to overcome all the problems that they are faced by the public or by the journalists. They know what to say, and when to say. So in Armenia a Minister is dismissed only in one case, if he says something wrong. This is the reason that some of the Ministers prefer not to talk to public; they just try to be away from such situations and not to take that “responsibility” on their shoulders.
So nobody is concerned about the issue, what are the nowadays authorities doing for the public, they don’t care, since they know how to talk to public and how to show them the situation, the way they want.”
