Vanadzor mayor candidate Taron Apresyan’s pre-electoral headquarter has spread an announcement which is provided below:
I – Vanadzor mayor candidate Taron Apresyan, announce that the central electoral commission has appointed Tigran Papanyan, the member of number 30 polling station, then already president, the latter being the chief of construction department of Vanadzor city hall. I find it necessary to note that Ms. Papanyan is the incumbent mayor’s relative.
Mentioning this and guided by the electoral law, article 37 point 1, I quote:
“The member of electoral commission works in the commission independently and doesn’t represent the person having appointed him. And article 46, point 1: “Anybody can appeal the actions and decisions of the electoral commission if he finds that his rights are violated.”
I find that Ms. Papanyan’s actions as the president of polling station can influence the just and unbiased process of elections, doubting the results as well.
Taking into consideration the above mentioned, I ask the president of the central electoral commission to review the appointment and take measures for solving the problem.
