Ukrainian anti-corruption agencies have announced the discovery of an organized group involved in the legalization (laundering) of $10.5 million during the construction of an elite housing project near Kyiv.
One of the suspects is Andriy Yermak, the former head of Volodymyr Zelensky’s office, who was dismissed from his post in late November amid the “Minditchgate” corruption scandal.
He has not been charged since then.
The National Anti-Corruption Bureau of Ukraine (NABU) and the Special Anti-Corruption Prosecutor’s Office (SAP) announced that Yermak could be “one of the participants of an organized group involved in the legalization of 460 million hryvnias (about $10.5 million) during the construction of elite housing near Kyiv.”
According to the NABU, the construction took place in the “Dynasty” cottage settlement. It is believed that a group of businessmen and politicians, including Timur Mindich and former Deputy Prime Minister of Ukraine Alexei Chernyshov, agreed to purchase four mansions for personal residence.
Each mansion has an area of about 1,000 square meters and costs about $2 million. The residences were built on a total area of more than 8 hectares of land, the cost of which could exceed $6 million, anti-corruption authorities reported.
According to the UABB and the ARF, the future owners of the mansions and other individuals laundered almost $10 million during the construction period from 2021 to 2025.
Yermak refused to comment on the situation until the end of the investigative actions. “I will not comment on anything now, when the investigative actions are completed, I will make a comment,” he said.
When asked if he had a house on the territory of the “Dynasty” cooperative, the former head of the Ukrainian president’s office replied: “I don’t have any houses, I only have one apartment and one car, which you see here.”
Journalists also asked if he was the “Surgeon” mentioned in the “Mindych recordings.” Yermak replied: “My name is Andriy Yermak. I have no other name.” The president’s office declined to comment.
Zelensky dismissed Yermak in late November 2025, at the height of “Mindychgate.” It was a large-scale corruption scandal surrounding the state-owned Energoatom company, at the center of which was Mindych, Zelensky’s friend and former business partner.
According to the investigation, Mindich and his accomplices created a system that enabled them to receive “kickbacks” on most purchases made by Energoatom, the operator of all Ukrainian nuclear power plants.
