During the briefing, Deputy Speaker of the National Assembly Ruben Rubinyan touched upon the issue of the return of enclaves.
“It is obvious that the delimitation commission cannot delimit even 1 cm from the border without appropriate legal grounds, including Artsvashen. Enclave issues must be decided within the framework of the work of the delimitation commissions,” said Ruben Rubinyan.
According to him, the delimitation commissions have adopted a working procedure that was ratified by the National Assembly, by themselves, through their internal procedures. “According to this working procedure, it is assumed that they must lay the legal foundations, discuss the cartographic bases for different sectors, carry out delimitation, sign the delimitation protocols,” Rubinyan noted, adding that at the very end, an agreement on delimitation must be signed.
According to Rubinyan, there will be no decision on this issue until the parliamentary elections in Armenia. “There certainly will not be before the elections, because it is a long process.”
According to the Deputy Speaker of the National Assembly, the demarcation process provides an opportunity to exchange territories; if there is no exchange, there is no requirement for a referendum for the agreement to be signed and ratified.
“If it is decided to exchange any territories, it will be by referendum, but there is no news on this issue now; there has been no meeting of the demarcation commissions,” he stressed.
