Nikol Pashinyan published the text of the declaration signed with the United States and the Azerbaijani leaders on his Facebook page.
Today, at the trilateral meeting of the President of the United States of America, Donald Trump, the President of the Republic of Azerbaijan, Ilham Aliyev, and myself at the White House, we signed the Joint Declaration of the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia on the results of the meeting held in Washington, D.C., the capital of the United States of America.
The text of the declaration is below.
“We, the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia, meeting on August 8, 2025, in Washington, D.C., the capital of the United States of America, declare the following:
1. We and the President of the United States of America, Donald J. Trump, witnessed the initialing by the Foreign Ministers of the Parties of the Agreed Text of the Agreement on the Establishment of Peace and Interstate Relations between the Republic of Azerbaijan and the Republic of Armenia. Accordingly, we recognized the need to continue further actions towards the signing and final ratifying the Agreement and emphasized the importance of maintaining and strengthening peace between our two countries.
2. We also witnessed the signing of a joint statement by the Ministers of Foreign Affairs of the Republic of Armenia and the Republic of Azerbaijan to the Organization for Security and Co-operation in Europe (OSCE) on the dissolution of the OSCE Minsk Process and related structures. We call on all OSCE participating States to adopt this decision.
3. We reaffirmed the importance of opening up communications between the two countries for domestic, bilateral, and international transport, based on respect for the sovereignty, territorial integrity, and jurisdiction of States, to promote peace, stability, and prosperity in the region and its vicinity. These efforts will include unhindered communication between the central part of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic through the territory of the Republic of Armenia, with the mutual benefits of international and domestic communications for the Republic of Armenia.
4. The Republic of Armenia will work with the United States of America and mutually agreed-upon third parties to define the framework for implementing the Trump Route for International Peace and Prosperity (TRIPP) communication program in its territory. We affirm our determination to take all measures in good faith to achieve this goal as expeditiously as possible.
5. We recognize the need to chart a path for a bright future, not predetermined by the conflict of the past, by the Charter of the United Nations and the 1991 Alma-Ata Declaration. After a conflict that has caused untold human suffering, conditions have finally been created for our peoples to begin good-neighborly relations based on the principles of the inviolability of international borders and the inadmissibility of the use of force for territorial acquisition. This reality, which is not and should never be subject to revision, paves the way for closing the chapter of hostility between our two peoples. We firmly reject and exclude any attempt at retaliation now and in the future.
6. We believe that this Summit is a solid foundation for mutual respect and the promotion of peace in the region.
7. We express our deep gratitude to the President of the United States of America, Donald J. Trump, for hosting this important Summit, for his warm welcome, and for his significant contribution to normalizing bilateral relations between the Republic of Azerbaijan and the Republic of Armenia.
