The sixth meeting of the Armenia-European Union Partnership Committee, established under the Comprehensive and Enhanced Partnership Agreement (CEPA), was held in Brussels. The parties discussed the implementation process of the CEPA and the expansion of Armenia-European Union cooperation. The Ministry of Foreign Affairs of the Republic of Armenia reports this.
Armenia and the EU highlighted the significant progress in the Armenia-EU partnership, based on the commitment to shared values. They welcomed the critical statements made by the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan and the EU High Representative Kaya Kalas during the visit of the High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission, Kaia Kalas, on 29-30 June 2025, including the political agreement on the new Armenia-EU Partnership Agenda and the endorsement by the European Commission of the proposal for an Action Plan on Visa Liberalization. The decisions above will bring Armenia and the EU closer together.
Armenia and the EU also welcomed the implementation of the €270 million Resilience and Growth Programme, which aims to strengthen sectoral cooperation between Armenia and the EU, promote connectivity, and facilitate large-scale investments in business sectors, within the framework of the EU Global Gateway Initiative, in line with the Crossroads of Peace Initiative.
The Partnership Committee reviewed developments in the areas of the rule of law, justice sector reforms, law enforcement, human rights, and the fight against corruption. The EU assessed Armenia’s commitment to democracy, the rule of law, and human rights, as well as the tangible progress made in these areas. The EU emphasized the need for ongoing reforms in these areas and for further steps to eliminate all forms of discrimination. The Parties stressed the importance of full participation of civil society in decision-making and public governance processes.
Armenia and the EU discussed opportunities to promote regional inclusive connectivity, directions for economic diversification and expansion of mutual trade, ways to accelerate digital and green transformations, deepening cooperation in the field of energy security, and strengthening cooperation on climate action.
In the context of foreign policy, security and defence policy, the parties welcomed the recently signed agreement between Armenia and the EU, which defines the framework for Armenia’s participation in EU crisis management missions and operations, as well as the holding of the first Armenia-EU security and defence consultations.
The parties discussed new areas of cooperation, focusing on developing resilience in the fight against hybrid and cyber threats, as well as external interference and disinformation. They reaffirmed the vital contribution of the EU civilian mission in Armenia to peace and stability in the region.
Regional developments and the process of normalizing relations between Armenia and Azerbaijan were also discussed at the Partnership Committee. The EU welcomed the agreement reached on the text of the peace agreement between Armenia and Azerbaijan, calling for its signature and ratification. The EU underlined its full support for Armenia’s sovereignty, territorial integrity, and inviolability of its internationally recognized borders, based on the principles of the 1991 Alma-Ata Declaration. The EU also expressed its support for Armenia’s efforts to fully normalise relations with Turkey.
The meeting was co-chaired by Vahan Kostanyan, Deputy Minister of Foreign Affairs of the Republic of Armenia, and Odron Perkauskienė, Deputy Managing Director for Eastern Europe and Russia of the European External Action Service.
