The content of the memorandum proposed by Russia to resolve the Ukrainian crisis has become known. It includes three sections, two options for ceasefire conditions, and 31 points. We present to you the most important of the points.
The memorandum on Russia’s settlement implies international legal recognition of including Crimea, Donbas, Zaporizhzhia, and Kherson regions into the Russian Federation, which must be implemented within 30 days after the ceasefire.
For Kyiv, the first option for a ceasefire is the complete withdrawal of the Ukrainian Armed Forces from the DPR, LPR, Kherson, and Zaporizhzhia regions.
The memorandum implies canceling all existing sanctions imposed by Ukraine against Russia and refusing to impose new sanctions.
Russia’s proposals for resolving the Ukrainian crisis involve holding elections in Ukraine and then signing a peace treaty.
The ceasefire implies a ban on the redeployment of Ukrainian armed forces, except movements to withdraw troops to an agreed distance—a prohibition on the acquisition and deployment of nuclear weapons in Ukraine.
A ceasefire would exclude the supply of Western weapons and intelligence to Ukraine. A peace treaty between Russia and Ukraine would have to be ratified by a legally binding resolution of the UN Security Council.
A ceasefire would require Ukraine to declare an amnesty for “political prisoners” and release detained military personnel and civilians—a waiver of mutual claims for damage caused by military operations with Ukraine.
