The House of Lords of the United Kingdom has raised a question about the cruel treatment of 23 Armenians captured by Azerbaijan from Nagorno-Karabakh.
As reported by Armenpress, the Bishop of Winchester wrote the question, which was answered by the Labour Party member Baroness Jenny Chapman of Darlington, who presented the Ministry of Foreign Affairs, Cooperation, and Development’s response.
The bishop asked what statements the UK authorities had made to the Azerbaijani government and what steps were being taken in coordination with international partners to ensure that Azerbaijan fulfilled its international obligations.
In response, Baroness Chapman noted that the United Kingdom had called on the Azerbaijani authorities to ensure that those arrested during the military operations in Nagorno-Karabakh in September 2023 face a fair trial and are held in safe conditions by Azerbaijan’s international obligations.
“Our embassy in Baku closely monitors these cases and requests regular updates to stay informed of current developments. We also continue to call for the release of all remaining prisoners of war. Minister of State Stephen Doughty discussed these issues with the Special Representative of the President of Azerbaijan, Elchin Amirbekov, during the latter’s visit to the UK in October 2024. On March 10, 2025, during a meeting with Hikmet Hajiyev, the Chief Advisor to the President of Azerbaijan, he stressed the importance of the possibility of signing a peace treaty. The same messages were also conveyed by the Prime Minister and Foreign Secretary of the United Kingdom,” the response states.
