At a briefing with reporters, Security Council Secretary Armen Grigoryan discussed the negotiations on the peace treaty, noting that it does not mention an observation mission but rather a general formulation about the presence of third forces.
“This may also apply to the European Union, but there is no mention of a specific EU observation mission in the peace treaty,” he said.
Grigoryan emphasized that 15 articles were agreed upon due to many years of work.
“The last two are still unsuccessful, but Armenia will continue to work towards finalizing these two articles. We are currently conducting discussions, and when we are ready, we will send our response.”
He noted that the approaches of Armenia and Azerbaijan on these two issues “have not yet found agreement in the negotiation process.” “Both we and the Azerbaijani side have spoken publicly. One of the issues concerns the presence of third forces on the Armenia-Azerbaijan border and the end of the so-called diplomatic war.”
When asked what Azerbaijan demands, Grigoryan replied: “It’s not a question of demands here; the approaches here, as is often the case in negotiations, are different and have not found a solution so far.”
