RA Prime Minister Nikol Pashinyan gave details of the peace treaty negotiations with Azerbaijan in the National Assembly.
“There are 13 articles that have been fully and officially agreed upon in the draft peace treaty, the preamble has been fully agreed upon, the title of the paper has been fully agreed upon, and three more articles have been partially agreed upon. There are parts in the article; there is a sentence that is agreed upon, and there is a sentence that is not. There is another article that was not agreed upon at all,” said the Prime Minister.
According to him, the 2nd and 3rd editions of the contract had 18 articles, which were later removed. “Azerbaijan itself announced the withdrawal of the communications article. That is, 17 are left,” he said.
Pashinyan repeated the proposal to sign the agreed articles and then continued discussions on other issues. “There is an agreed article in this draft, which says that there is a mechanism that the parties will be in constant consultation regarding the implementation of this agreement, there will be a commission-like body, and it also implies the establishment of diplomatic relations.”
According to the Prime Minister, if we assume that we will solve all the critical issues and sign it, we will never sign it because there will always be essential issues that must be agreed upon. “If we agree on four more important issues, there will be four more important issues that need to be agreed upon.” Moreover, according to him, many important issues have not been agreed upon with the countries with which Armenia has long-term relations.
The Prime Minister also said, “We are not proposing a 13-article peace treaty; we are proposing a 16-article treaty, and we have agreed on the content for all 16 articles. The content of three articles is partially agreed upon compared to the original, and the rest is completely agreed upon.”
