Recently, the prestigious American “RAND” corporation published an analysis on its website: “The US cannot guarantee Armenia’s security despite threats from Azerbaijan, but it can help” by Joe Haberman and Paul Kokhmari. The US State Department responded to the publication.
Responding to the “Voice of America” inquiry about the provisions contained in the “RAND” publication, the US State Department said: “The United States supports the continued democratic development, sovereignty, independence, and territorial integrity of all countries of the South Caucasus. It is a core principle of US policy throughout the region, and it is to this end, we are expanding [our] engagement with Armenia in a wide-ranging relationship.”
The US State Department welcomed “any good-faith engagement that brings peace and stability to the nations of the South Caucasus,” adding: “We have witnessed Russia’s continuous, destructive aggression against Ukraine, the continuous occupation of the sovereign territory of Georgia, and destabilizing actions in the region and around the world. Therefore, we cannot consider Russia a reliable or conscientious ally or partner in the South Caucasus or elsewhere.”
Referring also to Iran, the Ministry of State emphasized. “We have consistently encouraged countries in this region [the South Caucasus] to comprehensively assess Iran’s intentions and proceed with caution in all dealings with the Iranian regime.”

According to analysts, the United States should conduct a more careful strategy for its interests and those of Armenia. It should provide Armenia with the means to defend itself while setting clear expectations about the limits of its obligations.
