“In the last days of December, we received the next proposals from the Azerbaijani side regarding the peace treaty.” They announced Armenian Foreign Minister Ararat Mirzoyan, adding that the proposals of the Armenian side were transferred to Baku on January 4.
According to him, despite the lack of meetings, there was an exchange of proposals regarding the peace agreement. “We have also seen constructive steps in a non-constructive atmosphere,” he said. Regarding the content of the Azerbaijani proposals, with some articles and parts of the text, we see some regression but some progress in several other directions. We have worked very constructively on those proposals; we have sent our proposals, which, I am sure, are very constructive,” he informed.
Mirzoyan emphasized that it is more than the essential proposals, as the principles on which peace should be based. “Regardless of whether any particular article of the given regular proposal is progress or regress, the final peace must be anchored on several fundamental things, and we have popularized these fundamental principles many times. Countries must recognize each other’s territorial integrity without any ambiguity. This is where maximum clarity is needed, and the final peace treaty must provide this clarity.”
According to him, territorial integrity and the inviolability of borders are the issues where Armenia cannot allow any uncertainty.
Accordingly, Mirzoyan emphasized the inviolability of the borders, stressing that Armenia cannot allow any uncertainty here for one simple reason. Any uncertainty is a great foundation and fertile ground for further aggressions and escalations. “Therefore, if we establish peace, we establish such a peace that it is difficult and almost impossible to question and violate.”
Mirzoyan also emphasized that peace is not only the exclusion of shootings. “Peace is also open borders and the movement of goods and people through each other’s territory.” According to him, if Armenia remains under blockade, it won’t be easy to consider peace established in the South Caucasus.
