The third session of the Armenia-EU High-Level Dialogue on Political and Security Issues was held in Yerevan on 3 February.
It reaffirmed the strategic aspirations of the Armenia-EU partnership and the joint commitment to promoting cooperation and rapprochement in the framework of foreign security and defence policy. It also underlined the importance of continuous, structured exchanges on political and security issues as an essential pillar of the Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEPA).
The parties welcomed the significant moment in bilateral relations, following the success of the 6th meeting of the Armenia-EU Partnership Council held in Brussels in December 2025 and the adoption of the Strategic Agenda for the Armenia-EU Partnership, which sets an ambitious political roadmap for deepening cooperation in political, security, and other areas. The parties underlined the importance of the inaugural Armenia-EU Summit scheduled for May 2026 in Yerevan.
The parties exchanged views on the implementation of the Strategic Agenda’s security and defense directions. In this context, they noted the entry into force of the Agreement defining the framework for Armenia’s participation in EU crisis missions and operations. The parties also noted the EU’s valuable contribution to Armenia’s resilience and security, including the presence of the European Union mission in Armenia and support under the European Peace Facility, which has amounted to €30 million since 2024.
The dialogue also addressed threats in the hybrid, cyber, and information domains. Armenia and the European Union agreed to continue cooperation in this area to counter harmful interference in Armenia’s democratic processes.
The parties discussed regional and geopolitical developments, including the institutionalization of peace between Armenia and Azerbaijan and the normalization of relations between Armenia and Turkey. The parties’ shared commitment to promoting peace, stability, and regional connectivity in the South Caucasus was reaffirmed.
The EU expressed its strong support for both processes, while respecting the principles of sovereignty, territorial integrity, and inviolability of borders of all countries in the region. The parties reaffirmed their commitment to the Crossroads of Peace project as an essential framework for expanding interregional and transregional ties, which aligns with the EU’s Global Gateways agenda. The parties discussed recent developments towards the operationalization of the TRIPP Path.
The EU welcomed Armenia’s increasing alignment with the positions expressed in the EU’s Common Foreign and Security Policy and its continued engagement in international security issues, and will encourage further alignment.
The parties reaffirmed their commitment to democracy, human rights, and the rule of law as key elements of the partnership. The EU reaffirmed its continued support for Armenia’s democratic reforms. The next session of the Armenia-EU Political and Security Dialogue will take place in Brussels in 2027.
The session was co-chaired by Vahan Kostanyan, Deputy Minister of Foreign Affairs of the Republic of Armenia, and Olof Skoog, Deputy Secretary-General and Political Director of the European External Action Service.
