EU High Representative for Foreign Relations and Security Affairs Josep Borel referred to the Armenian-Azerbaijani negotiations, the issue of blocking the Lachin Corridor, and the position of the EU.
Borel, in particular, said:
“On June 26, 2023, Armenia and Azerbaijan were discussed as separate agenda items at the Ministry of Foreign Affairs of the EU, where the High Representative/Vice President presented a report on the deterioration of the situation due to the almost complete blocking of the Lachin Corridor. He warned the foreign ministers about the danger of a humanitarian crisis and conveyed the call of the European Parliament to impose sanctions against Azerbaijan. Several member states have expressed their support for the efforts of the CE President and the EU High Representative and voiced concern over the continued blockade of the corridor.
EU, 2022, since the beginning of December, has been closely following the developments in and around the Lachine Corridor and their humanitarian consequences. The EU has repeatedly called for the complete opening of the corridor and continues to be actively involved at the highest level in mutually acceptable regulation of relations between Armenia and Azerbaijan.
In this regard, the suspension of the Memorandum of Understanding on Energy signed with Azerbaijan on July 18, 2022, part of the EU’s efforts to diversify energy sources, must be considered. However, the EU will continue to press Baku on the need for an urgent solution to the humanitarian situation in Nagorno-Karabakh, as failure to do so could have practical implications for relations with the EU.”
