Armen Grigoryan, Secretary of the Armenian Council of State, referred to the Foreign Ministers of Armenia and Azerbaijan meeting in Washington last week.
Commenting on the joint statement of the ministers that the positions of the parties on critical issues continue to differ and to the question of whether there are specific issues on which there is an agreement, Armen Grigoryan said: “There is a well-known principle in negotiations: until everything is agreed, nothing is agreed yet. These negotiations should be approached from that point of view.”
He says progress has been made on some issues, but they are only some of the fundamental ones. He reminded that the leaders of Armenia and Azerbaijan will meet in Brussels on Sunday, then the meeting will continue in Chisinau. “President Macron and Prime Minister Scholz will join it. We will work toward bringing the approaches as close as possible and moving forward.”
Speaking about the final signing of the peace agreement, Armen Grigoryan noted that it has yet to be decided. “We will sign wherever it is possible to make progress and reach a final agreement.”
He said that it is optional what title the document will have, “The important thing is the content. There are several important issues; if we can find solutions, it doesn’t matter what the title will be.”
