Security Council Secretary Armen Grigoryan stated that “Russia came, handed over Nagorno Karabakh to Azerbaijan and returned to Russia.”
“This happened when we were entirely dependent on Russia. Russia came, took Nagorno-Karabakh from us or Armenians, returned it to Azerbaijan and went back. This is the reality,” he said, adding: “Russia took Nagorno-Karabakh. I insist on that. “There would be no war without Russia’s permission,” he said.
