It’s high time for Armenia to raise NKR issue. This point of view was expressed by the expert of “French strategic investigation center” Kayc Minasyan in the interview with ‘First News and Analysis” answering to the question what measures should be taken by Armenian political elite to answer Ramil Safarov’s extradition. According to the expert the first step should be to concentrate the NATO chief secretary’ s Anders Fogh Rasmussen’s attention on this event.
According to Kayc Minasyan’s words all the political parties of Armenia should recognize Karabakh independence irrespective of the fact whether they are opposition, authorities or from Diaspora. They must do everything to make the world recognize NKR independence. Kayc Minasyan mentioned that Diaspora’s important organizations can join as well.
He reminded about Astana summit 2 years ago, when Serzh Sargsyan said that if Azerbaijan leads an aggressive policy, Armenia will recognize NKR independence. “What happened then, Azerbaijan continued its aggression even with greater force. Here the value of president’s words is also important. If RA president’s words have value, the independence must be recognized.”- commented the political expert.
He was of the point of view that another official must replace Nalbandyan during the negotiations, an official, whose words and silence will be more influential.
Referring to the international convention about extradition, he said that the convention says that a person who is moved to another country, must bear his sentence in that country, in this case in Azerbaijan. “So, there is a contradiction, Hungary and Azerbaijan must answer despite the fact that it’s already late, because Safarov returned to Azerbaijani army as major. Discussions must be carried out in diplomatic plane now. This is today’s reality.”- concluded Kayc Minasyan.
We remind that Hungarian government extradited Ramil Safarov, who had axed Armenian officer in Hungary eight years ago, to Azerbaijan and who is free according to the president’s decree.
