Since April, 2012 Transparency International anti-corruption NGO with the support of Open Society Fund-Armenia carried out electronic monitoring of parliamentary elections. The problems on mistakes in electoral participation and ballots were cleared out by means of correspondence check-ups of electoral data and analysis of participation, said the executive director of TI NGO Varuzhan Hoktanyan who represented the results of the monitoring. The aim of this monitoring was to find out the deviations on several numbers, like the number of voters, the number of those taking part in the elections, added Hoktanyan.
According to preliminary results of the monitoring, no party has exceled the 100 million AMD fixed by electoral law.
The secretary of the Central electoral commission Armen Smbatyan disagreeing with the results of the monitoring said that it was carried out in illogical manner. “First of all one cannot connect statistics with population register. It is technically impossible that the names on the lists excel the number of population.” Smbatyan finds that the methodology is wrong, as it doesn’t even include the number of soldiers.
