“Prosperous Armenia” party, which is doing everything to be perceived as an opposition one and for which Armenian National Congress is doing everything to seem independent and “pro-Armenian”, is going to support in 35th electoral district of Gyumri region the RPA candidate Arman Sahakyan.
Sahakyan t is trying to become a deputy in the single-member constituency, where Balasanyan was elected, who later became the mayor of Gyumri. And Samvel Balasanyan is the one who will support the Republican candidate Arman Sahakyan. The PAP has officially announced that the party has not made central-level decision whom to support, and the territorial structure, according to its appropriateness, will freely support the candidate.
Of course, it is clear that this is the best explanation for the strange decision, that is, to leave everything on the regional structure, i.e. “personal opinion”, which is something very common in the PAP. The fact that Balasanyan supports the Republican candidate Arman Sahakyan seems to be quite logical and natural, because Balasanyan was nominated in Gyumri by Serzh Sargsyan, not by the PAP. And now he supports the President’s parliamentary candidate. In this respect, everything is logical.
And this, in its turn, is a manifestation of the dual condition of the PAP, that there is an anarchy in the party, and it is difficult to say who or what controls “Prosperous Armenia” party. This party is divided into impacts, the evidence of which is the situation in Gyumri, first in case of the elections of the mayor, and then deputies. However, it is quite natural to de facto and de jure, which shows the absurdity of the situation in the PAP.
PAP is a party that presents itself as an alternative or opposition, but is unable to go against the current government. No matter how this situation is attributed to the structure, i.e. localized, anyway, this is a manifestation of the deep relationships between the PAP and the authorities. That is, if there is reciprocity- even if it’s far away from the central levels, which, of course, is almost unbelievable- anyway, this prompts the existence of the two political parties.
That is in a deep, inner sense the PAP and RPA attract each other like a magnet, and in these conditions it is either just a self-deception to think that the PAP could have cut the tree on which RPA is sitting together with the PAP and expect to sit for a long time for having more place, or just a conscious lie, delivered to the public in the form of PAP.
Of course, the relationship between the PAP and the Republican Party is not just theatrical, and, of course, there is a conflict of interests between the two parties, but there is also generality in their common strategic interests, which is much stronger than, for example, Gagik Tsarukyan’s personal fears or Kocharian’s ambitions. And if there is that deep generality, then the high-officials, eventually, will have to reckon with it.
That means that the kind of generality is a powerful factor, which despite the serious contradictions, will make to find eventually a common point and from time to time to compromise, of course, until one then grow and completely destroy the other.
