OSCE Minsk Group co-chair (1992-1996 years) Vladimir Kazimirov touched on the Safarov’s case calling it the Russian way «сафаровщина». Kazimirov stated that” There is an important side in the case of Safarov. Without counting Baku and interests connected withit, the Hungarian government preferred to grant forgiveness to the sentenced Safarov. In Baku they forgot all the promises they gave (to keep Safarov in prison).”
The latter reminded several cases when Baku delayed some agreements adopted by all parties. But the most scandalous, according to Kazimirov’s assessment, was co-signed agreement l on February 4, 1995 by Baku under the name of OSCE on strengthening the ceasefire regime. Today Ilham Aliyev today claim that the war is not over yet, when Heydar Aliyev had expressed himself in favor of peaceful means to resolve the problem.
