In answer to the question how Safarov’s suit will affect Karabakh regulation process, the expert said that it is hard to say what this issue will change in the regulation process of Nagorno Kharabakh, or better to say in the relations between Armenia and Azerbaija.n I think that aggressive rhetoric will become more powerful. It won’t escalate the situation.
Referring to the news spread about how Armenia can take advantage of this event, Raar said: “If Armenia wants at least moral victory, it must try its best to raise the question in the Euro council. For getting moral support, Armenia must work on all the possible mechanisms to reach criticism from European justice. I think it will be the moral victory of Armenia.
US reacted very quickly to this event criticizing it, whereas Russia’s response was a bit late. Raar commented on this saying: “Elections are awaiting in US and Obama needs support and as it is known the largest Armenian Diaspora is in the USA. Obama’s criticism towards Hungary and Azerbaijan will be appreciated by Armenian community. What about Russia, I don’t think it is against it. We must remember that Russia has its interests in Caucasus.
Speaking about OSCE Minsk group co-chairing countries position on this issue, Raar said that they are sure to say everything will be decided in court. International community doesn’t want to show bias in this issue but wants to reach consensus. Supporting only one party will threaten the situation even more. Raar said that tension is likely to increase and people are worried as nobody needs conflict in Caucasus today.
Raar thinks that NKR inclusion in negotiation process is a difficult issue. If it will bring to decrease of tension, may be some advance will be noticed. And in this case all the parties can put conditions. Thus I think that aggression won’t have any positive results, calm diplomacy is needed instead.
