In the interview with 2rd.am the second president of the RA Robert Kocharyan answered the questions referring to the PAP initiative of shifting the government towards the parliamentary one.
He stated he had nothing to do with that initiative because a country can be run wisely or miserably both from the president’s and from the PM’s office. As Kocharyan clarified the PAP initiative is a counterargument to the disproportionate power distribution in the country. The semi-presidential government system is nothing better as Kocharyan stated, and the faults can be found there too, as in France today. He said he personally preferred the American model of governing where the president stands as the head of the executive body carrying direct responsibility for the country’s economy, and the Parliament has a strong means of leverages for the check and balance. However the European political values dwell on the parliamentary system and Armenia is inside these political processes.
Kocharyan mentioned about the 100% proportionate parliamentary electoral system stating that majoritarian system complements to the feudal development of the regions and the incumbent government is supporting this automatically since it has a problem of reproduction.
Kocharyan concluded that those who try to find his shadow everywhere would rather see that the PAP is a political team which is capable of forming its political agenda.
