The OSCE statement was published concerning the visit of Azerbaijan’s Foreign Minister Jeyhun Bayramov.
In particular, it is said in the statement, “…We call on Azerbaijan to develop a positive agenda that will protect the rights and security of the Armenian population of Nagorno-Karabakh. The current situation is worrying and has a negative humanitarian impact, as the ethnic Armenian population has repeatedly faced disruptions to primary energy and communication services. Frequent ceasefire violations also raise serious concerns about their welfare. If this is still the case, we call on Baku to take concrete steps to remove restrictions on the ethnic Armenian population by ensuring a stable energy supply and maintaining the power grid.
Furthermore, we call on all parties to refrain from hostile rhetoric and instead promote a discourse that builds confidence and creates an environment conducive to peace negotiations. Further confidence-building measures should also be taken, particularly in connection with the release of prisoners. The EU will continue to support demining operations. We emphasize the importance of cooperation between the parties to identify mine-affected areas.”
