Head of the department on work with law enforcement agencies of the Presidential Administration of Azerbaijan Fuad Alasgarov gave an interview concerning the European Parliament resolution on the case of Ramil Safarov.
According to the resolution, the European Parliament is considering to give pardon to Safarov as breach of diplomatic assurances of the Hungarian authorities. Resolution refers to a letter from the Deputy Minister of Justice, by which the assurances were given to the Hungarian side. Fuad Alasgarov tried to comment on that pretty serious charge saying that further clarification of some of the requirements of the Convention on the Transfer of Sentenced Persons is needed. The receiving country may either submit a new sentence, but with the facts established by a foreign court, or must announce which of these procedures it intends to apply.
It is clear that the response letter of Azerbaijan did not provide any “diplomatic assurances” that Safarov will be released after having served 25 years of punishment. It was only a clarification of the rules of national law.
“One of the reasons that the resolution provides such distorted facts, may be that the MEPs were not aware of the legal and other nuances of the issue. Or the facts may be distorted to achieve certain political goals. It is not surprising that a number of influential political groups in the European Parliament refused to support such a document.” concluded Alasgarov
