Varuzhan Hoktanyan, director of “Transparency International anti-corruption center” today had a press conference and talked about Public Procurement in Armenia.
According to Hoktanyan, the center has done a monitoring in the public procurement system starting from last year.
Hoktanyan stressed that the aim of the monitoring was to examine the public procurement system and point out the problems which exist in the system.
Procurement expert Artak Manukyan talked about electronic-procurements.
According to Manukyan , at present time, about 464 customers made contracts through the el-procurement website (www.armeps.am).
However Manukyan stressed that there is a problem with the application of the provisions of the law.
Baruzhan Hoktanyan in the end stressed that one of the most important issues is the lack of political will.
According to him when the government decided to decentralize the system the education of the workers should have been taken into consideration, but it wasn’t.
