Hovhan Mandakuni, an analyst in “First News and analyses” writes, “the head of the ANC parliamentary faction Levon Zurabyan said that changes to the Electoral Code are key questions for the ANC, since the election process resembles playing poker with sharper.
As we know, the Armenian National Congress (ANC) has submitted amendments to the electoral legislation. There is an opinion that if the RPA rejects the offer of legislative changes, the Congress will not take part in the presidential elections. Otherwise, it will be strange that there are no changes to the Electoral Code, and ANC, considering them key changes, to take part in the elections. This would mean that the ANC is a sharper too. So, if the initiative is rejected, the ANC will announce about not running.
Most likely, the ANC sharpens its initiative for the reason that the RPA will refuse the changes, after which the ANC will have the basis for declaring that participation in the elections is meaningless in this case. On the one hand this will allow to nicely support, or at least not disturb the PAP’s candidate, and on the other hand, it will allow Levon Ter-Petrosyan to come out of the game honorably.
Apparently, the purpose of the initiative of the Armenian National Congress to make changes in the electoral law is exactly this, and not to reform the electoral law- to get rid of the PAP. But the RPA has a decisive voice no admit or reject the offers of the Congress.
