Human Rights protector addressed a statement to the ombudsmen of more than 100 countries and several international organizations.
Though it not among the HRP credentials to touch upon the violations committed by other countries, but taking into consideration of Gurgen Margaryan’s murderer being set free and his pardon, I find it necessary to refer to violations of rights of several persons.
The murderer’s extradition took place by the violation of the Strasbourg convention about the transfer of Sentenced people. Even if we take that Hungary only formally followed the convention, still it might have predicted the consequences.
We add that that all the aims of the classical punishment were ignored. These aims are the reestablishment of social justice, the correction of the punished person, prevention of criminals. All these points were ignored.
It is senseless to refer to human rights violation by Azerbaijan, as systematic and long-lasting rights violations prevail in Azerbaijan.
Being a member of several international bodies, among them the international ombudsmen institute, UNO human rights’ national institutions, European, Francophone, Asian countries ombudsmen institutes, I urge the ombudsmen of other countries and all the human rights protectors to condemn the murder on ethnic grounds and the illegal extradition.
