In the presence of RA Prime Minister Tigran Sargsyan, the Armenian Government and the United Nations Development Program signed the start of the program of “The Sate Border of Republic of Armenia “Bagratashen”, “Bavra”, “Gogavan” crossing modernization,” and also cofinancing agreements.
The Government’s Press service reported to “1in.am News and Analysis” that the documents were signed in the face of the Ministry of Finance Vache Gabrielyan, the head of RA State Revenue Committee Gagik Khachatryan, from UNDP the representative of the Director Dirk Boberg.
The documents were signed for implementation of the President of Armenia, by the order of the president established, “The integrated border security and border management strategy,” adopted by the government and according to a number of provisions and requirements insured for 2011-2015.
The project aims to modernize “Bagravan”, “Bavra” and “Gogavan” integrated border crossing points, in conformity with the international standards. The project is expected to create modern infrastructure for legal crossing the border- to provide favorable conditions for the world business and trade and to facilitate the legal movement of goods and crossing the border.
At the same time it is planned to improve security at the border, to facilitate the legitimate movement of goods and vehicles between Armenia and Georgia,and the EU countries, to promote the development of inter-agency cooperation and the exchange of operational information, which will allow us to localize the EU’s integrated border management principles and to improve the conditions of residents of frontier communities.
On August 7, 2012 for the implementation of the program the government of RA signed a loan agreement with the European Investment Bank for 30.316 million Euros. It is also expected to sign 10.3 million euro loan agreement with European Bank for Reconstruction and Development. The European Investment Bank will coordinate the EU’s Neighborhood Investment Fund to get 12 million euro.
One part of the budget will be the grant around 3.5 million Euros from the leading programs of EU’s Eastern Partnership Integrated Border Management Initiative to “Bavra” and “Bagratashen” checkpoints, and from the United Nations Development Program funds allocated around 0.8 million Euros.
