Today in Armenia if moving a disabled child, parents park a car in an inappropriate place, they will be fined by a policeman. During the individual admission at the advocate, the mother of a child suffering from paralysis, 11-year-old Ani, expressed her concern about this issue. She said that a couple of times when stopping even for a short time she was fined by the police.
Examining the problem, it became clear that the reason was the Government’s appropriate decision concerning people, who move a disabled person. According to the decision of the Government of RA, providing incentives for the use of vehicles applies only to those vehicles, which are driven by the 1st and 2nd group disabled people or which transfer people with such disabilities. This is a serious cause concerning the protection of children’s rights, because there are many such children in our society.
Human Rights Defender Karen Andreasyan raised this issue and suggested the Prime Minister to make amendments to the relevant paragraphs of the government’s decision.
According to that, days ago, RA Minister of Transport and Communication Gagik Beglaryan offered to add decision of the Government about the benefits for the 1st and 2nd group disabled people to spread the benefits for “disabled child” status to parents or guardians of the children.
They expect that the RA government will approve this proposal as soon as possible, and will solve problems of many disabled children.
