During the last few months the office of Human Rights Defender, located in Tavush region, have got many complaints from the citizens of Ijevan city, concerning the debts they haveto pay to the “Ijevan housing economy” Ltd.
A lot of citizens have got form notices from the Ministry of Justice about debt service payments for their territory, including one square meter, not giving additional information about the cause and clarifications concerning the payment.
The investigations showed that the debt have been incurred since Ijevan Community Council had adopted a decision about “Local taxes and fees” which are not of legitimate claims. The Ombudsman offered The Ministry of Justice to review the decision about “Local taxes and fees” and take appropriate measures according to the Armenian “Legal Acts” law.
In response to this issue, offered by the Ombudsman, the Ministry of Justice announced that according to “ Laws 34 and 91 and in accordance with the requirements of the Ministry of Justice, it is proposed to the head of the community of Ijevan city , to eliminate the decision about the “Local taxes and fees” which is of no legitimate claim.
