Hovhan Mandakuni in his political analysis informs the second deputy of the diplomacy and public relations to the secretary of the US Bay Fang will visit Armenia. His visit is regional including Georgia first, then Armenia and Azerbaijan. Mandakuni states this is a vivid attention to the civic society the US has been showing lately quite frequently. As an example the latest visit of Jose Manuel Barosso who met the public representatives separately. This comes to state that no matter how much the international powers support the governments, it is the society that is the firm guarantor for the successful reforms.
Mandakuni syas unfortunately these reforms rest on papers only and are too incremental in reality and usually carry a cosmetic character. This is where the public guarantee is needed to monitor the assistance of the international society reaching its true destination.
Mandakuni believes civic society is irreplaceable in this aspect. Particularly today Armenia stands in a determining platform, since the civic society development has gone so far as to finally be transformed to an active participation into the political life of the country. This observation cannot elude from the international society view and that is why they have no right to pay lesser attention to what is going on at the civic society layers. Moreover, the gap between the political elite of the country and the civic society has been grown so much as to leave the civic society interest out. The political spectrum serves the resources solely for its own interests and thus has cast the society out of the agenda.
Mandakuni concludes, this very agenda can serve as a political ground for the civic society taking into account the fact that it is the youngest and most adequate towards the political sound processes.
