“There have always been oppositional forces in Artsakh, it is not something new in the political life of Artsakh.” The leader of NKR National Assembly Standing Committee on Foreign Relations Vahram Atanesyan told “1in.am Armenian News & Analyses” in response to Vitaly Balasanyan’s question concerning the new opposition force.
We should note that in his interview to “1in.am News and Analyses” Vitaly Balasanyan said that he found the work of National Assembly of Artsakh “weak” and he considers there is a lot to do especially in the field of foreign policy. Vitaly Balasanyan also noted that as a result of the formation of a new force, the international community will have to consider both the authorities and the opposition of Artsakh”.
In response to Vitali Balasanyan, Vahram Atanesyan said.” According to NKR Constitution, the President is the one to implement and guide the foreign policy. I do not think the parliament of any country is engaged in foreign policy, and the Republic of Nagorno Karabakh cannot be an exception.”
Vahram Atanesyan believes that the new power which is being created will not hurt the negotiation process of NKR, as neither the parties, not the parliament have anything to do with the foreign policy and have no involvement in the negotiation process.
