In his analytical article published in “1in.am News and Analyses”, Aram Amatuni discusses issues, where the main roles belong to the former Armenian president Robert Kocharyan, and the incumbent president of Armenia Serzh Sargsyan on the background of Aliyev’s announcement comparing Safarov’s case with the one of Varuzhan Garabedian.
“Robert Kocharyan carried out two attacks against Serzh Sargsyan, which seem to be manifestations of his offence. Offence towards Kocharyan first by Ruben Hayrapetyan’s interview, where he presents Kocharyan’s rule in not so good shades and Kocharyan’s office’s reaction, and second Kocharyan’s response to Aliyev’s announcement.”- Amatuni writes.
Several days ago during his meeting with OSCE ambassadors and speaking on murderer Safarov’s case, Aliyev compared it with the one of Varuzhan Garabedian saying that he was extradited from France in 2001 and was pardoned in Armenia. As it is known Garabedian was a member of ASALA, the members of which motivated by indifference of international public were taking desperate steps to bring the attention on Armenian issue. Aliyev cynically falsified the facts comparing his decree of amnesty with completely different situation.
And Kocharyan in his turn clarified that Varuzhan Garabedian wasn’t extradited, he was pardoned by the president of France Jack Shirak and returned to Armenia after getting free.
Amatuni explains: “The matter on Sargsyan and Kocharyan is that in this case Aliyev should have been responded not by Kocharyan, but by official Yerevan not letting falsification of facts in front of international public. Official Yerevan didn’t answer and Kocharyan had to do it himself, which shows that he is dissatisfied with Serzh Sargsyan’s silence. The incident refers to Kocharyan’s ruling period, but state policy doesn’t make divisions between presidential periods, especially when the issue refers to the country’s credit and foreign policy. The intrigue is that Serzh Sargsyan is likely to keep silence on purpose to show how far Kocharyan’s values are far from the West.”
Analyzing the former president’s behavior, Aram Amatuni says:”Kocharyan’s reactions though referring to different subjects belong to the same context. Kocharyan seems to have two aims for his active actions. First to criticize Serzh Sargsyan taking advantage of inner and external occasions and secondly to check the reaction of his dynamic activities among political circles. But the medal is sure to have another side as well. Kocharyan’s actions are to pinpoint to Aliyev that despite inner controversies the tandem against Azerbaijan works in a united way in Armenia. It is difficult to say which motive, inner or outer, prevails in his announcement.”
Amatuni concludes that the primary reaction of Kocharyan urging Hungary to recognize NKR in case if Azerbaijan has cheated shows that the foreign enemy cannot exploit inner conflicts.
