The Ministry of Defense of Azerbaijan issued a message saying: “Taking into account the application of the representatives of the Armenian residents of Karabakh, which was received through the Russian peacekeeping force, an agreement was reached on September 20, 2023, at 1:00 p.m., to stop local anti-terrorist measures under the following conditions:
1. The formations of the armed forces of Armenia located in the Karabakh region of Azerbaijan and illegal Armenian armed buildings lay down their weapons, leave their combat positions, and completely disarm. The Armenian armed forces units are leaving Azerbaijan territory; the illegal Armenian armed formations are being disbanded.
2. In parallel, all weapons and heavy equipment are handed over.
3. Coordination with the Russian peacekeeping troops ensures The implementation of the abovementioned processes.”
